Board of Directors

The bylaws governing the Parsons Area Community Foundation ensure an ongoing diversified Board of Directors of highest integrity through a careful selection process reflecting the population of the area. Each member brings his or her unique expertise and perspective to the operations of the Foundation. Bi-monthly board meetings are held the third Thursday of the month.

Mary Hines, President
Mary was raised in the South Mound area. She and her husband, Richard, live in Erie and have three grown daughters: Tracy Gilmore, Trisha Ahring, and Taryn Pierce, and seven grandchildren. Mary attended high school in Erie and took classes at Pittsburg State, MU, K-State, and graduated from KU with a degree in education. Recently retired, she taught English and Desktop Publishing at Erie High School. Mary enjoys gardening and canning, and using Photoshop and I-Movie to make videos and slideshows for special occasions. Being asked to join the board in 2014 came at a good time for her. She was ready to become more involved in community activities and was interested in serving on a board that has the funds to provide grants to make the community stronger.
Larry Steeby, Vice President
Larry is a native of Labette County attending LCHS, LCC, and Friends University for his education. He recently retired as the Parsons Fire Chief and is currently working for A & R Form and Fabrication. His wife, Teressa, and he have two sons, Heath and James. Larry is a member of Parsons Rotary Club and enjoys working, ranching, golfing, fishing and hunting. He agreed to serve on the board as he enjoys serving the community.
Nancy BoltNancy Bolt, Treasurer
Nancy was born and raised in Parsons, attended LCC, and is currently the Asst. Vice-President at Commercial Bank. She has two grown children, Jennifer and Jamie, and two grandchildren. She is a member of the First Baptist Church and Chapter BS PEO Sorority. She feels it is an honor to serve on the Foundation board in order to give back to the community that has played such an important role in her life, and has found it to truly be an educational opportunity.
Sandy Babcock, Secretary
Sandy was born and raised in rural Parsons. She is a graduate of Labette County High School and Labette Community College. She and her husband, Richard, own The Home Store and Babcock Mfg. in Parsons, and Vision Woodworks in Cherryvale. They have two grown children, Mike Babcock and Melissa Brinkman, and two grandchildren. Sandy is involved with the Parsons Chamber of Commerce and currently serves as Chair. She is also on the SEK Point of Pride board and the PSU Interior Design Council. Being active in the community has always been important to her, and as a business owner, also a responsibility and privilege.
Carolyn Kennett
Carolyn grew up in Oklahoma and Colorado and received a BA in art from Fort Lewis College in Durango, CO. She and her husband, Gary, have two grown children and four grandchildren. Carolyn is recently retired as the economic development director for the city of Parsons. She is currently involved with the Parsons Community Development Corp, Southeast Kansas Point of Pride, and PALS. Her hobbies include pottery, gardening, and grand parenting. Carolyn agreed to serve on the PACF Board because she believes in the PACF mission and the powerful impact to our community through grants.
Ned Wall
Ned was born and raised in Parsons and attended both LCC and Pittsburg State, receiving a degree in business administration. He has two children, Owen and Scout. Civically, he is an active member of Parsons Rotary Club and serves on the board of trustees for Labette Health. He joined the PACF board because he enjoys serving and giving back to the community.

Cheryl is a native of Oswego and co-owner of Realty, Inc. with her husband Steve. She graduated from Oswego High School and attended PSU. She and Steve have two children, Janna Olson, and Ty Lewis, and five grandchildren. Besides following the grandkids in their school and sporting events, she enjoys horseback riding, creating gourd art, and golfing. She is active in the First Baptist Church, Oswego Historical Society and other civic groups. She views the PACF as the ultimate venue for giving back to a community and area that has given so much to her and her family. She once read there are three stages in life: “Learning, Earning and Returning.” Cheryl agreed to join our board as she feels she is blessed to be in the “returning” stage.
Jennifer Gartner
Jenny grew up in Wellington, KS, moving to Labette County while in high school. She graduated from LCHS, attended Labette Community College, and obtained a BS in chemistry from Pittsburg State. She has taken further classes from Wichita State University. She and her husband, Rob, have four children: Tyler, Madison, Erica, and Ryan. She is a member of Altamont First Baptist Church and the National Honor Society. Her hobbies include arts, crafts, and watching her children’s sport activities. As a science teacher at LCHS, she has seen first-hand the positive effect of PACF grant funding has made for her high school science students and was honored to be asked to serve on the PACF board.

John was raised in St. Louis, MO. He earned a BS in Mechanical Engineering from the Missouri University of Science and Technology, and an MBA from UCLA. He and his wife Bonnie moved to Parsons for John to work at Tec Tank as a project engineer, and is now retired. They have two children, Jack and Linda, and five grandsons. John is active in Parsons Kiwanis and serves on the board of Parsons Community Development Corporation. His hobbies are gardening and travel. John believes strongly in the mission of the community foundation and as a board member hopes to help it grow in size and effectiveness.
Dennis Banning
Dennis Banning serves as Chief Financial Officer of Tank Connection. In the past he served at AO Smith Engineered Storage Products as an Assistant Controller and at Dayton Superior Corporation as Controller.
Erin Martinez
Born and raised in Parsons, Erin is married to Ramon Martinez and they have two children. After graduating from PHS, Erin earned her associate degree in nursing from LCC, and both a bachelors and a masters degree in nursing from Pittsburg State University. She enjoys reading, listening to music, movies, and is active in her children’s activities. She is also involved with Stella Wells Christmas Baskets and the reinstated Mistletoe Marketplace. Erin joined the PACF board because of the positive impact it has on the community, and to bring awareness to others about the community foundation.
Megan Rexwinkle
Megan was born and raised in Pittsburg, KS. She received a degree in psychology from Pittsburg State and an M.S. in Human Resources from Claremont Graduate School in Claremont, CA. She and her husband, John, moved to Parsons where he is a CRNA for anesthesia at Labette Health. They have three children. Megan is an active member of St. Patrick’s Catholic Church, PTO, and chapter B.S. P.E.O. She serves on the Labette Health Foundation Board and enjoys being involved with this great community. She agreed to serve on the PACF board as a way to give back to the community that has been so good to her family.
Jennifer Eichinger
Jennifer started her life as an Army brat with her dad being stationed in KS, MO, and Ethiopia. After his retirement, they moved to Benedict, KS and she attended school in Fredonia. She received her BA in business administration and accounting from Wichita State, and is currently a CPA, in business for herself. She and her husband, Darren, have two sons. Civically she is active in Parsons Babe Ruth as their treasurer, a Kiwanis member and past president, and a member and past trustee of Wesley United Methodist Church. She enjoys watching her sons play baseball, browsing Pinterest, reading, and riding motorcycles. She joined the PACF board to give back to the community where she lives and works, and believes grants made to local organizations help make this a nice town with wonderful facilities and activities for all ages.
